In order to support the GIZ Office Ethiopia and Djibouti in Djibouti as well as its projects operating at IGAD and Djibouti with its operations, we are looking to fill a full-time position in the field of Finance.

Responsibilities
The Junior Accounting Specialist is responsible for
- Ensure that all accounting functions and systems are implemented in compliance with GIZ regulations and internationally accepted accounting procedures.
- Provide support for internal coordination within the Finance Department, ensuring smooth collaboration and communication between team members.
- Effectively coordinate with staff members of the finance team, fostering teamwork and synergy to accomplish departmental goals and objectives
Duties:
- Financial Service - Managing the daily Finance routines
- Process Transactions: Handle office, confidential and project jornal transactions in WINPACCS Accounting, ensuring document completeness before proceeding.
- Reconcile Bank and Cash Accounts: Perform bank account reconciliations for assigned journals, and verify reconciliation of cash accounts against physical cash count balances.
- Monthly-end Closings: Conduct monthly closings for assigned office or project journals, uploading them to WINPACCS Cloud, and disseminate closing reports to relevant projects.
- Voucher Management: Ensure processed vouchers are invalidated and labeled in accordance with GIZ regulations before archiving or sending to projects.
- Communication: Generate and distribute "Monthly Internal Memos" to projects/programs following each closing, specifically for office journals
- Receivables Management: Monitor project receivables, including those under both the project and office journals.
- Electronic Archiving: Responsible for electronically archiving accounting vouchers in WINPACCS Cloud, ensuring proper organization and accessibility.
- Payment Voucher Management: Maintain proper filing and organization of payment vouchers in the archive, ensuring they are securely kept.
- Internal control
- Complies with GIZ Process and Rules and the GIZ Ethiopia and Djibouti National Personnel Policy.
- Supports in the provision of required vouchers and explanation during internal and external audits.
- General services
- Return Office payment vouchers intact after using them for reference in the appropriate place in the Archive.
- Ensure all payment vouchers in the archive are properly filed and kept.
Required qualifications, competences, and experience
Qualifications
- BA degree from an accredited university or college in in business administration, accounting, finance, or similar subject.
Professional experience
- Not more than 2 years of relevant occupational experience. Working experience in an international organization is a distinct advantage.
Other knowledge, additional competencies
- Excellent communication (written and spoken) in English and French.
- Very good working knowledge of IT technologies (related software, email, the internet) and computer applications (e.g. MS Office)
- Fast Learner and ability to work under pressure.
- Flexibility, organizational and coordination skills.
- Ability and willingness to work as part of a team.
- Knowledge of WINPACCS Accounting software is advantageous.
- Working experience with regional organisations like IGAD is an advantage.
